Establish the date and the entitlement before you retrieve anything

- An authoritative content inventory with owners, and superseded, draft and departmental copies excluded from retrieval. Version history and effective dates preserved. A defined source hierarchy for conflicts, agreed with legal rather than inferred by relevance. Content gaps routed to owners as a work queue.
Access and confidentiality
- Retrieval scoped to the entitlements the user already holds, enforced before generation. Provider contract content scoped per relationship. PHI minimized in prompts, retrieval context, logs and retained history. No client content used to train third-party models, enforced contractually and technically, with hosting and residency defined.
Auditability
- For any interaction: who asked, what they asked, the as-of date applied, entitlements in force, sources and versions retrieved, the answer given and whether the citation was opened. Model, prompt and retrieval configuration versioned. Evaluation before release and regression testing across realistic scenarios.
Operational control
- A stop mechanism per workflow: restrict scope, step authority down, disable a content domain or route a category to a person. Refusal rate, correction rate and citation-open rate monitored as health measures. A named content-governance owner distinct from the platform owner.
